Union Government

Conservative Prime Minister Sir Robert Borden proposes a coalition government to unify support for the Military Service Act, but his plan is rejected by Liberal leader Sir Wilfrid Laurier. Borden begins to recruit individual Liberals and independents and on October 12 announces the formation of a Union Government solidly in favour of conscription. Conscription becomes the defining issue of the 1917 election.
